I personally was greatly saddened by the fact that there are very little racial options that have been presented in 5th Edition beyond the PHB, as well. And if what they meant was the suggestions for NPC racial bonuses, those don't really fit with general PC guidelines, and also are very lackluster for PC options. The guidelines for making new races in the DMG practically do not exist.

If you like this product, please check out my other works! As of 11/04/20, I have released a book all about martial character creation, rules, and flavor options! There are presently over 40 options available for players and DMs to choose from, including Catfolk, Half-Giants, Goblins, Kobolds, and much much more. Some of these options include strange or normally evil races, who could be used either in an alternate setting, to tell a story of redemption, or to play out an evil campaign. Within, you will find new subraces for the Dwarf, Gnome, and Halfling, as well as a great many new race options. This supplement exists to help increase the number of options for player character creation, for stories and games involving more than just the most common, or nicest, of races. Presented in the official Player's Handbook are but a few of the possibilities of race which a character might have. In the world of the Forgotten Realms, there are a great number of races, of all shapes, sizes, and walks of life.
